Local Area Plan

Andrew reported that the group’s submission to the LAPlan Team received the support of around 260 householders; the submission for alteration of zoning of Lodge, Vera, Warrawee, Soudan and parts of Bywong, Bent and Orchard Streets received very strong support. The LAP Team are now assessing and investigating options; the Heritage Architect has viewed the area.


West Toowong Community Association Local Area Plan Submission


Introduction
The West Toowong area is a quiet pocket of residential land loosely bounded by the Western Freeway, Anzac Park, Dean Street, Sherwood Road, Dover Court Road, Miskin Street, Keltie Street and Stanley Terrace. The area is undulating land on the south eastern foothills of Mt. Coot-tha. The remaining pockets of natural vegetation consist predominantly of rainforest with open Eucalypt forest along the higher ridges.

The remaining natural vegetation found in parklands, schools and backyards provides a habitat and corridors for scrub turkey, opossum, reptiles, small marsupials and a variety of native bird life. The area (other than that to the north of the ridge running from the dog park through to the Dean Street shops) forms part of the catchment area for Toowong creek which flows through the center of the area.

Toowong creek supports native reptiles and amphibians as well as providing water for other forms of wildlife. The banks of the creek system contain rainforest vegetation. There is a green belt of native bush land between the Western Freeway and the residential area of West Toowong. The green belt is part of the Mt. Coot-tha reserve and supports a large amount of wildlife and provides a key corridor for wild life travelling from Mt. Coot-tha and Brisbane Forest Park into the inner Western Suburbs. The green belt also provides a recreational area for activities such as bush walking, mountain biking and walking dogs.


West Toowong Community Association Local Area Plan Submission Vera, Warrawee, Soudan & Lodge Streets Character Residential Submission

Introduction
A small pocket of pre-World War II houses built from approximately 1880 to 1947 exists in the West Toowong area in the vicinity of Vera, Warrawee, Soudan and Lodge Streets. This particular pocket of houses is a good example of pre-war architecture and streetscape which combine to produce a charming character unique to the West Toowong area.

The area is on the southern and western slopes of the ridge followed by Dean Street and Sherwood Road and drains into Toowong creek in the vicinity of Toowong State High School. Native vegetation in the area consists of rainforest with a significant amount of native vegetation remaining in the region to the east of Vera Street and the banks of Toowong Creek. A large number of plant species native to the area and wildlife habitat have been retained in the backyards of the area.

Built Environment

Kelly Greenop reported on four developments in the West Toowong area.

• 9 Vera Street: Council and developer are considering alterations to original plan. The nineteen co-respondents to the developer’s appeal (against Council’s rejection of the original proposal) are awaiting the outcome of this process.

• 40 Terrace Street. The Assoc. has submitted their concerns about this proposal to the Development West Team and received a considered response. Geoff Booth presented a petition (objecting to the proposed development) for members to consider signing. The smallest proposed block in this development is 156m2 (16 perches is around 400m2 ).

• Oxford Street. Council is currently assessing options.

• Corner of Gower and Stanley. The proposal entails the addition of a house to the site. Our concerns are the traffic problems associated with Gower Street’s steepness and sight distances, loss of mature trees from the house site and that the proposed house is 3 storey.

•29 Lodge Street. Plans involve moving to one side and partly demolishing existing house, and building new house on remaining land. Neighbours retain some concerns.

Natural Environment

John Morison spoke of two projects: the rehabilitation of Toowong Creek and surrounds (where on public land) and a plan to publish a book detailing species endemic to the area with a view to encouraging their use over exotic species.


Save Toowong Pool

Noble Mansions Pty Ltd are proposing to apply for a Development Permit for Material Change of Use to allow Commercial Use of the site at 593-603 Coronation Drive for the purposes of Business Development - DRS/USE - 734078. At present the location of the Toowong Pool and Toowong Library.

We understand two elements of the proposal are Impact Assessable:

Development permit for a Material Change of Use to allow commercial use of the site (former rezoning)

Development permit for Material Change of Use for the purpose of Business Development The site is currently zoned Sport and Recreation, and is in part occupied by Toowong Pool. We believe the Material Change of Use and subsequent demolition of the Toowong Pool will be detrimental, and the grounds for our objections are:


1.Town Planning Considerations
2.Historical and cultural significance of the Toowong Pool
3.Loss of physical amenity
4.Loss of social amenity
5.Use of unreasonable arguments to justify closure
6.Failure of Council to secure an alternative Sport and Recreation facility in Toowong
7.Contempt of due process
I shall now discuss these issues in order.
